Document Name

Document names should follow the convention {external_policy_id}_{docID}_{YYYYMMDD}.{extension}

{external_policy_id} = external policy ID {docId} = vendor-specific document identifier {YYYYMMDD} = date of file submission

Document File Format

PDF, doc, docx, jpeg, png, etc. are accepted.

Preferred format is PDF

Document File Size

Document size must not exceed 5MB.

SFTP Location

Documents should be uploaded into the existing SFTP. There is a folder labeled “/sep-documentation”.

Upload Cadence

Documents should be uploaded via SFTP after they are uploaded to the application or sent after the application is submitted.

Upload Failure

There should be a process to notify Oscar of any document upload failures so that Oscar can perform necessary outreach.

Send a slack, email, or SFTP based report indicating applications with a corresponding upload failure.


How long do vendors have to send documentation?

We recommend you automate the upload process, triggering a document send immediately after sending an Special Enrollment Period (SEP) enrollment application. However, direct upload will work for the duration of the QLE period, which is typically 60 days.

How do I know if the documentation went through?

Once enrolled, the member will show as effectuated on the weekly reconciliation file or on the Get.Policy.Status API call. Oscar manually reviews all documentation so it can take a few business days after documentation is uploaded.

Can I continue to send QLE documentation via email?

[email protected] will be deprecated at the end of 2025, and all documentation will be handled via direct upload via SFTP integration or the broker portal.
